State disaster shoreline rehabilitation and outfall infrastructure stabilization.

AMI provided design, permitting, bidding, and construction oversight services as part of the State Disaster Shoreline Rehabilitation program for shoreline improvements adjacent to the Minnesota Outfalls at 3rd Avenue East in Duluth, Minnesota.

AMI developed design documents for shoreline rehabilitation and stabilization improvements adjacent to the Minnesota Outfalls at 3rd Avenue East following shoreline damage associated with the November 10, 2022 storm event. The project included an updated topographic survey, engineering design, technical specifications, and permitting support for repairs to critical waterfront infrastructure.

The proposed improvements included installation of a rock revetment to protect the boardwalk system and infrastructure located behind the shoreline. At the outfall locations, deteriorated stone sections were removed and replaced with stabilization measures that included up to 60 feet of concrete curb or retaining wall construction and placement of new armor stone to restore shoreline stability.

AMI coordinated closely with the City of Duluth and MnDOT throughout the design process and supported permitting efforts associated with the selected rehabilitation approach. Additional services included preparation of conceptual renderings, construction cost estimates, bid documents, and contractor procurement support.

During construction, AMI provided construction oversight services, including field observations, review of contractor submittals and pay applications, documentation of construction activities, and weekly project updates.
